When workers fanned out along Dallas Street in the early part of last week, it occurred to me that the long-awaited road program was under way.
Dallas, being one of the hardest streets in the program approved for construction this year, is getting a heavy dose of utility relocation work before the actual grading and surfacing of the road gets done.
