KABUL, Afghanistan (AP) — A suicide bomber dressed in a police uniform killed 14 people including a prominent provincial council chief outside the council headquarters in northern Afghanistan on Monday, authorities said. The Taliban insurgency quickly claimed responsibility.

Seeking to weaken the Afghan government, Taliban insurgents have been carrying out attacks and assassinations intended to intimidate both officials and civilians ahead of next year’s withdrawal of most international troops.

Baghlan provincial council leader Mohammad Rasoul Mohseni was entering the compound in the provincial capital of Pul-e-Khumri in the morning when the bomber approached on foot and detonated his explosives, said Baghlan chief of police Asadullah Sherzad.

The attacker was dressed in police uniform and blended with officers at a checkpoint near the council headquarters, then slipped into a group of people surrounding Mohseni and set off his bomb in the crowd, said Baghlan deputy police chief Mohammad Sadeq Muradi.

“He was basically waiting for his target, who was Rasoul Mohseni,” Muradi said.

Two of Mohseni’s police bodyguards, four checkpoint police and seven civilians were killed in the blast, he said. It was unclear whether the attacker was actually a member of Afghan security forces or an insurgent who bought or stole a uniform.

Mohammad Zahier Ghanizada, a member of parliament from Baghlan, said that Mohseni had previously received multiple death threats.

A well-known figure in Baghlan, Mohseni was previously a respected commander in the Northern Alliance that fought against the Taliban’s hard-line regime before it was toppled in 2001. He comes from a prominent family in the province, and his brother Azim Mohseni is a member of parliament.

Taliban spokesman Zabiullah Mujahid claimed in a text message to journalists that an insurgent operative carried out the targeted bombing.

“Today at 11 a.m. in front of the Baghlan provincial council office, we have carried out a suicide attack and killed the head of the council,” it said.

Afghan President Hamid Karzai condemned the bombing Monday.

“Such attacks are against all human rights and the principles of Islam,” Karzai said in a statement. “Perpetrators of such attacks are enemies of the Afghan nation and the puppets of foreigners.”

Karzai left later Monday for a two-day state visit to India, where he is expected to request military aid.

Both Karzai and the U.S. have sought peace talks with the Taliban and other insurgent factions in preparation for most foreign troops leaving next year after more than 12 years of war, but the efforts have borne little fruit. The Taliban seek to re-establish the strict interpretation of Islamic law they imposed for five years before being ousted in the 2001 U.S.-led invasion over its sheltering of al-Qaida’s leadership.

The insurgents last month launched a fierce new spring offensive. On Monday, Taliban forces attacked several police checkpoints in the southern province of Helmand, and fighting raged on all day and into the night, both insurgents and police said.

Helmand’s deputy police chief, Ghulam Rabbani, said the fighting was in heavily contested Sangin district and there were casualties on both sides. He expected the clashes to continue overnight.

Taliban spokesman Qari Yousef Ahmadi said the insurgents had wrested control of six police checkpoints, but Helmand government officials denied that.

The insurgents also are pushing an assassination and bombing campaign that has in the past week alone seen the police chief of Farah province gunned down outside his home and twin blasts kill nine people in an elite gated community for government officials and business owners outside of the southern city of Kandahar. Two bombs also exploded outside the provincial governor’s office in Nangarhar province last week, killing one police guard.

Insurgents have also targeted members of the international coalition. A roadside bomb killed four American soldiers last week in the country’s south, while another insurgent faction, Hizb-e-Islami, targeted a coalition convoy in the capital of Kabul two days later, killing two U.S. soldiers and four American contractors who were training Afghan troops to take over security.

DALLAS (AP) — Dallas firefighters have recovered the body of a comrade who reported by radio being trapped while battling a condominium complex blaze.

A U.S. flag covered the firefighter’s body when it was removed from the rubble Monday morning. His name wasn’t immediately released.

Dallas Fire-Rescue spokesman Jason Evans says two firefighters were transported to a hospital with injuries not believed to be life-threatening. Two residents were treated for minor smoke inhalation.

Authorities are trying to determine what sparked the fire reported shortly before 3 a.m. Monday at a three-story complex. About two dozen units were damaged.

Most of the fire was out by dawn as firefighters searched the smoldering debris. The body was located and removed about six hours after the fire started.

DAMASCUS, Va. (AP) — Witnesses described a frantic scene and close calls after an elderly driver plowed into dozens of hikers marching in a small Virginia mountain town’s parade. Investigators were looking into whether the motorist had suffered a medical emergency before the accident.

About 50 to 60 people suffered injuries ranging from critical to superficial, but no fatalities were reported. Three of the worst injured were flown by helicopter to area hospitals. Their conditions weren’t immediately available.

Another 12 to 15 victims were taken to hospitals by ambulance and the rest were treated at the scene, where some paramedics and other first-responders were participating in the parade.

It happened around 2:10 p.m. during the Hikers Parade at the Trail Days festival, an annual celebration of the Appalachian Trail in Damascus, near the Tennessee state line about a half-hour drive east of Bristol.

Damascus Police Chief Bill Nunley didn’t release the driver’s name or age but said he was participating in the parade and he had traversed the Appalachian Trail in the past. Several witnesses described him as an elderly man.

Nunley said the man’s 1997 Cadillac was one of the last vehicles in the parade and the driver might have suffered an unspecified medical problem when his car accelerated to about 25 mph and struck the crowd on a two-lane bridge along the town’s main road. The driver was among those taken to hospitals.

“It is under investigation and charges may be placed,” Nunley said.

Rudolph “Chip” Cenci, 64, of Minoa, N.Y., told The News-Item newspaper in Shamokin, Pa., that he heard people yelling “get out of the way” and turned around to find the car was about to hit him. He jumped onto the hood and held onto the gap at the base of the windshield near the wipers. He said the driver had a blank stare on his face.

“I bet you that man never realized someone was on his hood,” Cenci said.

Cenci said he had a bump on his knee but was otherwise OK. He added that his wife, Susan, 63, narrowly missed being hit.

Amanda Puckett, who was watching the parade with her children, ran to the car, where she and others lifted the car off those pinned underneath.

“Everybody just threw our hands up on the car and we just lifted the car up,” she said.

Keith Neumann, a hiker from South Carolina, said he was part of the group that scrambled around the car. They pushed the car backward to free a woman trapped underneath and lifted it off the ground to make sure no one else was trapped.

“There’s no single heroes. We’re talking about a group effort of everybody jumping in,” he said.

Nunley cited quick action by police, firefighters, paramedics and hikers to tend to the victims, including a volunteer firefighter who dove into the car to turn off the ignition. The firefighter, whose name wasn’t released, suffered minor injuries.

Mayor Jack McCrady had encouraged people to attend the festival on Sunday, its final day.

“In 27 years of this, we’ve never had anything of this magnitude, and is it our job to make sure it doesn’t happen again,” he said.

McCrady said a donation fund was being set up to assist the injured, some of whom don’t have medical insurance.

“We want to make sure they don’t suffer any greater loss than they already have,” he said.

ARLINGTON (AP) — Elvis Andrus was swinging for the fences in the eighth inning.

The Texas shortstop, though, was thrilled with a soft single that capped one of the best nights of his career.

Andrus had a career-high five hits, Mitch Moreland homered and Texas roughed up Anibal Sanchez in theRangers’ 7-2 victory over the Detroit Tigers on Saturday night.

Andrus scored three runs, had two RBIs and stole a pair of bases as he hit leadoff for the second straight game in place of ailing second baseman Ian Kinsler. Andrus was a home run shy of the cycle and finished off his 5-for-5 game with a single to right in the eighth.

“(Adrian) Beltre told me to take three hard swings,” said Andrus, who hasn’t homered since last Sept. 4. “Try to go yard. That’s what I did, but the pitch was down. But I’m really happy with a base hit.”

Moreland hit a solo shot off Sanchez leading off the third, his 10th home run of the season.

The Rangers (28-15) have the best record in baseball and are a game better than the New York Yankees for the best mark in the American League.

Kinsler missed his second straight game with bruised ribs, an injury that was aggravated after he was hit by a pitch from Justin Verlander on Thursday night.

Andrus, who batted leadoff for the Rangers in 2010 when they won the American League crown, will go back to his No. 2 spot in the order when Kinsler returns.

“The only thing I’m concerned about is Elvis leading the team and he’s taking advantage of it,” Texas manager Ron Washington said. “Ian Kinsler has not been Wally Pipped.”

Sanchez (4-4) gave up a season-high six runs in 2 2-3 innings, his shortest start in almost two years. The right-hander yielded nine hits, walked two and struck out two as his ERA jumped from 2.05 to 2.77.

This is the second time in three games a Tigers starter hasn’t made it out of the third. Verlander gave up eight runs in 2 2-3 innings in Detroit’s 10-4 loss to the Rangers on Thursday night.

“Sanchez had a bad night,” Detroit manager Jim Leyland said. “He had a tough time throwing strikes. He’s been terrific and he’ll get back on track.”

Texas starter Justin Grimm (3-3) gave up two runs in 6 2-3 innings to snap a three-game losing streak. The rookie allowed seven hits and struck out two while throwing a career-high 105 pitches.

In his second career start last June, Grimm surrendered six runs and eight hits in one inning against the Tigers.

After allowing two runs in the third, Grimm retired 12 of the final 14 batters he faced and left to a standing ovation. He credited a pep talk from Washington after the third inning for his success Saturday.

“Wash got me in the dugout and told me to trust my stuff,” Grimm said. “He kind of tapped me in the face and caught me off guard. Just hearing that he had confidence in me meant a lot.”

Detroit has lost seven of 11 games and dropped a game behind the Cleveland Indians in the AL Central.

Torii Hunter snapped an 0-for-15 slide with an RBI double and he scored two batters later on Prince Fielder’s single, bringing the Tigers within 4-2 in the third.

Andrus singled on Sanchez’s first pitch of the game, then stole second and advanced to third on catcher Alex Avila’s throwing error. The Texas shortstop scored on Avila’s passed ball.

The Rangers extended their lead to 4-0 with three runs in the second.

Andrus got the inning going with an RBI triple that tipped the end of Hunter’s glove in right and he scored on Sanchez’s throwing error.

Lance Berkman capped the second inning with an RBI single.

Sanchez threw 32 pitches in each of the first two innings. This was his shortest start since going 1 2-3 innings Aug. 10, 2011 as a member of the Marlins.

“It’s a bad outing,” Sanchez said. “I don’t have an excuse. We have to give credit to the team, they swung well.”

Moreland led off the third with a 415-foot blast into the Detroit bullpen in left. It was Moreland’s seventh home run in May.

Andrus ended Sanchez’s night with an RBI single that stretched Texas’ lead to 6-2 with two outs in the third.

Berkman’s RBI double scored Andrus, who led off the sixth with a double.

“The whole thing about hitting leadoff is being on base to set the tone for the team and that’s what I did,” Andrus said.

NOTES: Texas RHP Colby Lewis (elbow) and C A.J. Pierzynski (strained right oblique muscle) will begin rehab assignments Monday for Double-A Frisco. Lewis was removed from his rehab stint earlier in the week with triceps tendinitis, but he threw on the field Saturday with no problems. . Leyland expects OF Austin Jackson (strained right hamstring) to return from the disabled list when he is eligible May 27.

Weaver was taken to a hospital, where he was pronounced dead.

Police spokeswoman Melinda Gutierrez says the homicide division is “tracking down all leads.” Police have not released descriptions of suspects or said whether there is a known motive.

SPOKANE, Wash. (AP) — Authorities in hazardous materials suits searched a downtown Spokane apartment Saturday, investigating the recent discovery of a pair of letters containing the deadly poison ricin.

Few details have been released in the case, and no arrests have been made. Federal investigators have been searching for the person who sent the letters, which were postmarked Tuesday in Spokane.

The letters were addressed to the downtown post office and the adjacent federal building, but authorities have not released a potential motive. They also have not said whether the letters targeted anyone in particular.

Ricin is a highly toxic substance made from castor beans. As little as 500 micrograms, the size of the head of a pin, can kill an adult if inhaled or ingested.

There have been no reports of illness connected to the letters.

FBI agents, Spokane police and U.S. Postal Service inspectors descended on the three-story apartment building Saturday morning and the investigation continued into the afternoon.

FBI spokeswoman Ayn Sandalo Dietrich would not say whether agents were questioning anyone in connection with the case.

“We are not actively looking for a subject,” Sandalo Dietrich said. “We are not asking the public’s help in bringing someone in.”

Despite the hazmat suits, officials said apartment residents were not at risk, and people were seen coming in and out of the brick building in the city’s historic Browne’s Addition neighborhood.

“There’s no public risk,” Sandalo Dietrich said.

Scott Ward has lived in the building for three years, and lives on the second floor near the apartment that was being searched. He said he does not know the neighbor who lives in that apartment.

“He’s a guy with a big beard,” Ward said. “He sticks to himself.”

“He doesn’t talk,” said Ward, who added he was awakened about 7 a.m. by the sounds of “banging and what sounded like a big vacuum.”

Building resident Jim Lehman said he was asleep when he was called by a friend. “He said, ‘hey Jim, you’re surrounded,’” Lehman said. Lehman said he saw workers in hazardous material suits working in a second floor apartment.

“It was all gas masks and the door was open and there were hoses in there,” Lehman said.

Sandalo Dietrich would not say specifically why the FBI was searching the apartment.

“Information we developed led us to believe this was a productive spot to search,” she said.

Two letters containing the substance were intercepted at the downtown Spokane post office Tuesday.

The Postal Service has received no other reports of similar letters, said Jeremy Leder of the Postal Inspection Service on Saturday.

In a statement following the discovery, the Postal Service said the “crude form of the ricin suggests that it does not present a health risk to U.S. Postal Service personnel or to others who may have come in contact with the letter.”

The Spokane investigation comes a month after letters containing ricin were addressed to President Barack Obama, a U.S. senator and a Mississippi judge. A Mississippi man has been arrested in that case.

BALTIMORE (AP) — Oxbow has won the Preakness, ruining Orb’s bid to capture the Triple Crown.

Oxbow led from start to finish. It was the sixth Preakness victory for Hall of Fame trainer D. Wayne Lukas and 14th Triple Crown victory, most in horse racing history.

Orb finished fourth. The Kentucky Derby winner was a 3-5 favorite in Saturday’s race, but he became another casualty of starting on the rail in the Preakness. Since 1950, only two horses have won the middle jewel of the Triple Crown from the No. 1 post position.

Orb’s five-race winning streak ended on an overcast, windy day at Pimlico Race Course. The brown colt had not lost since Nov. 24.
