The Board of Trustees of the Palmer Independent School District (“PISD”) hereby
serves notice that it will accept sealed bids for the following real property and all improvements to the property: The surface only and any improvement thereto described as being the following: All that certain tract or parcel of land, described as FM 878 Palmer, Texas 75152, being 90.63 acres of land, more or less, out of the R.P. The Texas Department of Transportation (TxDOT), in cooperation with the Federal Highway Administration (FHWA), and the City of Ennis, will conduct a Public Meeting for the proposed reconstruction and widening of US 287 from SH 34 to IH 45 in Ellis County, Texas. The Public Meeting will be held at Ennis High School, 2301 Ensign Road, Ennis, Texas 75119 on Thursday, July 18, 2013 from 5:30 pm to 7:30 pm. The purpose of the Public Meeting is to present the proposed project to the public and receive comments. It will be conducted in an informal open house format with no formal presentation. Representatives from TxDOT and project consultants will be available to answer questions about the proposed project. The proposed project includes reconstruction and widening existing US 287 from a two-lane to a four-lane divided roadway from SH 34 to IH 45, a distance of approximately 4 miles. The proposed project would also provide continuous frontage roads along the roadway. Grade-separated intersections would be provided at Ensign Road, FM 1183 (Oak Grove Road), and Sterilite Drive. Additional right-of-way (ROW) is anticipated to be required along both the east and west side of the roadway. The potential ROW acquisition would impact undeveloped, residential, commercial, or industrial properties. No residential, commercial or industrial properties are anticipated to be displaced. The proposed project would impact the FEMA-designated 100-year floodplain. Maps, drawings, and other information depicting the proposed project’s location and preliminary
geometric design will be available for viewing at the Public Meeting. This information will also be available for public inspection at the TxDOT Dallas District Office located at 4777 East Highway 80, Mesquite, Texas 75150; the TxDOT Ellis County Area Office located at 124 FM 876, Waxahachie, TX 75167; and the City of Ennis located at 115 West Brown Street, Ennis, Texas 75119. This information will also be available online at www.keepitmovingdallas.com under Upcoming Public Hearing/Meeting. All interested parties are invited to attend this Public Meeting to obtain information about the proposed project and express their views. Persons requiring special communication or accommodation needs are encouraged to contact the TxDOT Dallas District Public Information Office at 214-320-6100 at least two (2) working days prior to the Public Meeting. Because the Public Meeting will be conducted in English, any request for language interpretation or other special communication needs should also be made at least two (2) working days prior to the Public Meeting. TxDOT will make every reasonable effort to accommodate these needs. Verbal and written comments regarding the proposed US 287 reconstruction and widening may be submitted at the Public Meeting. AN ORDINANCE AMENDING THE CITY OF BARDWELL’S ORDINANCE NO # 95-9, FIXING WATER AND SEWER RATES WHEREAS, it has become necessary for the City of Bardwell, Ellis County Texas to amend its Ordinance fixing water and sewer rates: NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF BARDWELL, TEXAS: I The City Of Bardwell Ordinance fixing water and sewer rates shall be amended as follows: Under “WATER RATE SCHEDULE” The following fees shall be charged from and after the effective date of this Ordinance: First 2,000 gallons – $22.00 Then $4.50 for 2,000 to 20,000 Then from 20,000 to 30,000 will be at the cost of $5.00. From 30,000 to 40,000 the cost will be $5.50. From 40,000 and over the cost will be $6.00 for every thousand after. Under the “SEWER RATE SCHEDULE” the following fees shall be charged from and after the effective date of this Ordinance: Flat Rate of $22.00 II All other provisions of this Ordinance and any prior amendments remain in full force and effect, except as amended herein. III If any provisions, paragraph, word, section or article of this Ordinance is invalidated, the remaining provisions, paragraphs, word, and sections shall continue in full force and effect. IV All other Ordinances and parts of this Ordinance inconsistent or conflicting with any part of this Ordinance are hereby amended. V This ordinance shall take effect immediately from and after its passage and publication in accordance with law and it is accordingly ordained.
