City plan offers forgivable loan option

Policies for downtown redevelopment currently under consideration by the Ennis City Commission include a “forgivable loan” structure for qualifying projects that meet specific expenditure levels.

Business owners not in the National Register Historic Downtown District — seven blocks situated around W. Knox Street, W. Ennis Avenue, W. Brown Street, N. Dallas St., S. Dallas St., NW. Main Street, SW. Main Street and some of NE. Main Street — have expressed some frustration over the concept of taxpayer-funded loans to private business, but city leaders have said the downtown plan could help reverse decades of relative neglect and damage.
