When road crews hit concrete and railroad ties underneath the street base on N. Dallas Street in October, the road modernization and upgrade program had inadvertently tripped over history.
The city’s ongoing road construction effort is most challenged by the work on Dallas Street, which has required extensive utility relocation and reconstruction.
