‘Loans’ proposal reworked to ‘grants’

In response to developers’ concerns, Ennis reworked part of its planned downtown historic rehabilitation project incentives package.

Until earlier this month, the concept under discussion was labeled a “forgivable loan,” but City Manager Steve Howerton said he rewrote the wording of the proposal to call the city’s offerings “grants” on Nov. 4 at the request of Mayor Russell Thomas, who has helped shape discussions over property sales and redevelopment in downtown.
