Qualls hopes bill will spark discussion

Ennis ISD Superintendent Barbara Qualls said recent legislation to defund state accountability testing in school will likely never pass, but will hopefully spark debate on the subject.
The 2014-2015 budget proposed by the Texas House of Representatives contains zero funding for the State of Texas Assessment of Academic Readiness test, the most recent iteration of state testing for which districts have gone to great lengths to prepare.
