The images are heart-wrenching. Forecasters warned Hurricane Harvey had the potential to be more devastating than Hurricane Katrina
in terms of the human impact, but the urgency didn’t seem to stir until it was too late. Who could have predicted the storm would swell to Category 3 proportions less than 24 hours before making landfall, and continue to gain strength as it progressed into a Category 4 once it breached the South Texas shore?
