Gas prices impacting Ellis County

Reimbursements for mileage may be increased by County
The Ellis County Commission will consider increasing the mileage reimbursement amount to correspond with the change made by the Internal Revenue Service.
Items on the Commission’s agenda include:
• Confirmation of the approval of a professional services contract with Tim F. Glendening & Associates, Inc. for consulting services to implement and administer the Texas Community Development Program for Disaster Relief funds through the Texas Office of Rural Community Affairs.
• Approval of Amendment No. 1 to a contract between Ellis County and the Office of Rural Community Affairs (ORCA) relating to the Disaster Relief Grant.
• Consideration and action to approve a Proclamation for Moral Courage Week, May 4-10, 2008.
• Consideration and action to approve a proclamation declaring May 1, 2008, as American Bar Association’s Observance of Law Day in Ellis County.
• Discussion only concerning the recommendations of the Animal Control Ordinance Sub-Committee.
• Consideration and action to approve the Presiding and Alternate Election Judges and the number of clerks for each poll for the May 10 Local Option Election in the City of Ennis.
• Consideration and action regarding selection of three public members of Elected Official Salary Grievance Committee for FY 2005. Names drawn from Grand Jury List are obtained from County Clerk and District Clerk.
• Consideration and action to approve a proposal for professional services from Ellis Associates Surveyors for property surveying required for the acquisition of multiple real properties associated with the downtown bond construction program.
• Consideration and action to approve a proposal for professional services from Ellis Associates Surveyors for property and construction surveying associated with the Ennis Sub Courthouse.
• Consideration and action necessary to approve an evaluation criteria system by which the NRCS EWP sites can be ranked by Ellis County for bid purposes by the NRCS.
• Consideration and action to accept the resignation of James Hightower from the Ellis County Rural Rail Transportation District Board and to appoint Joe Pitts to fill his position, effective immediately.
• Consideration and action to approve contract with Jerry Frank Farr to provide mowing services for Precinct 3, effective April 28, 2008, through Dec. 31, 2008.
• Consideration and action to approve an increase to the county mileage reimbursement from 48.5 cents per mile to 50.5 cents per mile in accordance with changes made by the Internal Revenue Service, effective April 29, 2008.
• Discussion of road conditions relative to budget.
• Consideration and action to set a date for a Commissioners’ Court Workshop for discussion of FY 2008-2009 Budget regarding division of Commissioners’ Court Members Budget.
• Consideration and action to issue payment to Wray and Willett, PLLC, in the amount of $11,552.09, pursuant to invoice pertaining to legal services performed on behalf of the Ellis Prairie Soil and Water Conservation District in opposition to a petition seeking to create the Maypearl Water Control and Improvement District, in a matter pending before the Texas Commission for Environmental Quality and the State Office of Administrative Hearings.
• Consideration and action to approve the ranking of NRCS EWP sites using the Commissioner Court approved evaluation criteria system.
• Consideration and action regarding the acceptance of the construction of the infrastructure of Northeast Meadows, Phase II: Courtney Circle; Loycie Circle; Thames Circle; Winsor Circle; Bershire Lane Davenport Lane; and a portion of Chazlyn Court, Robbie Hale, Pct. 1.
• Consideration and action regarding the release of the construction Letter of Credit #1145 to Inwood National Bank for the completed Northeast Meadows, Robbie. Hale, Pct 1.
• Consideration and action regarding the replat of Duvall Place Addition, lot 1 into eight lots with cul-de-sac.
• Consideration and action regarding the preliminary plat of Greathouse Circle Estates.
• Consideration and action regarding the final plat of Rockett Ranch.
• Consideration and action regarding the approval of the payment of $74,579.82 to John Wright and Associates for seven Arbitrator Camera Systems for patrol units. Purchase was made on a state contract with Panasonic and required no bids.
• Consideration and action regarding the approval of the bid to Colwell Oil Company for the 12-month purchase of Convenience Store fuel. Contract will be for the period of May 1, 2008, through April 30, 2009.
• Consideration and action regarding the approval of equipment from Precinct 4 as surplus and authorize sale at auction. Equipment is one 1993 Ford 3/4 ton pickup and one 1995 International Dump Truck.
• Consideration and action regarding the approval of the bids to Colwell Oil Company and Pearman Fuel for the 12-month purchase of Convenience Store fuel. Contract will be for the period of May 1, 2008, through April 30, 2009.
The Court will convene to executive session to discuss the possible sale or lease of real property “if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person” and to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee.
The meeting will be held Monday at 6 p.m. in the Commissioners’ Courtroom, 101 W. Main St. on the second floor. Anyone wishing to address the Commissioners Court concerning a posted agenda item must make a formal request by presenting a “Participation Form” to the County Clerk at least 10 minutes prior to the beginning of the meeting.
