City eyes more than 100 property annexations

City commissioners are looking to annex several hundreds of acres of land into the city limits over the next few months.
At Tuesday evening’s city commission meeting in downtown Ennis, city leadership approved 144 items, each representative of a parcel of land, related to the sweeping annexations. Of the 144 parcels of land, 29 property owners have already elected to opt out of annexation into the city, while 33 more are still up in the air, according to Brenda McDonald, the city’s attorney.
The rest, according to the city, will be annexed in an effort to ensure any new commercial or residential developments in those areas will be included in the city’s tax base.
Mayor Pro Tem Matt Walker described the properties as those “the city sees as areas for future growth” when talking with the Ennis Daily News Tuesday.
The properties being eyed by the city are currently within the extra-territorial jurisdiction and are mostly “toward Lake Bardwell,” Walker said.
Some of the recurring roads listed in the city’s lengthy 17-page agenda posted before Tuesday’s meeting include Lakeview Drive, Ensign Road, Old Waxahachie Road, Cooke Road, Mikel Road, Observation Drive and Liska Road.
City Manager Scott Dixon said letters were sent out to property owners whose land could potentially be annexed, giving them a chance to opt out using a clause related to land used for agricultural purposes.
The offer was also extended to non-farming land, as well, using that same clause.
Dixon said the city would honor requests not to annex as long as the landowner agrees to adhere to city ordinances related to development and agrees not to allow large developers to infringe on their property.
Commissioners voted Tuesday to begin the annexation process. Twenty-nine landowners who didn’t want their property annexed were signed into a development agreement with the city with one sweeping vote. For the rest of the 144 properties, commissioners agreed to set a date and time for public hearings related to the properties.
Before annexation, the city must hold a public hearing.
McDonald said after Tuesday’s meeting she expects a packed house at City Hall once public hearings begin for the annexations. A date and time have not yet been set, but property owners will be given a chance to address the city commission with concerns.
