City manager talks muni court changes

Ennis City Manager Scott Dixon said Thursday that the city has been working to clean up municipal court procedures since he arrived in February.

The court, until Dixon’s arrival in Ennis, was under the authority of the Ennis Police Department, which Dixon said was unorthodox. That has changed, and Dixon says the city manager is now in charge of overseeing the court.

“We started making changes as far back as February,” Dixon said.

The city first had to replace former municipal court clerk Anna Rosales, who is accused of stealing at least $115,000 in misdemeanor fines from the court.

“There were a couple things wrong. First, obviously, is that Anna was stealing. Second, she just wasn’t a great record keeper,” Dixon said.

Along with hiring a new court clerk, Dixon also hired a court administrator, a person trained to follow the proper processes.

“The big thing is, there was no direct oversight over the court administration. No timekeeping. Before there was one person, Anna Rosales,” he said. “She did her work; she reported it to the state. Now we have a court administrator who is trained to follow those processes. When she reports to the state, she actually reports that information to me first and reports it to our finance department.”

Many on social media questioned how Rosales could have gotten away with stealing so much money. Dixon couldn’t go into details because the case is still under investigation but said that it would have been difficult to catch Rosales using the old method of record keeping.
