City seminar: tax law not black and white

A city tax seminar Thursday afternoon revealed the Ennis Economic Development Corporation may

have overstepped its bounds more than once, but one point expressed by city-contracted attorney Jeff

Moore, who led the seminar, was that laws relating to the Type B sales tax which funds the EDC are

not always clear; and breaking procedure doesn’t have any criminal penalties.

To some city commissioners, the gray areas don’t excuse the mistakes made, but the general attitude is

one of moving forward and growing. Still a mystery is all the contents of the report Moore shared with

select city commissioners and the EDC, although Mayor Russell Thomas and Moore both agreed all the

issues addressed in the report were also addressed at the seminar Thursday.
