Ellis Appraisal District files countersuit

WAXAHACHIE—The Ellis Appraisal District (EAD) has responded to the annual filing of a property tax-related lawsuit by Michigan-based cement plant owner Holcim, by filing its own countersuit to defend Texas’ equitable market valuation system and the interests of the District’s more than 66,000 other taxpaying property owners. The countersuit, filed earlier this week, puts forth the EAD’s voluminous evidence to demonstrate the fairness of its valuation for Holcim’s Midlothian cement plant. This highly unusual legal action by the EAD comes after years of lawsuits filed by Holcim. Holcim’s lawsuits have forced the County, City and ISD to return millions of dollars to Holcim in recent tax years, depriving these public service providers of vital revenues, and essentially shifting the shared community burden onto other taxpayers.
