Tax breaks, loans on table

A proposed structure for the city’s downtown development incentives includes both property tax abatements and city-funded “forgivable loans” for property owners in the National Register Historic Downtown District.

Abatements would apply to the property tax bills for structures in the historic downtown that are redeveloped at a project cost of $15,000 or more.
