Is the end or beginning of a decade?
The argument reigns again on the years that end in zero. Is it the end of the previous decade or the beginning of the next? It depends on how you personally mark time. If, as in a baby’s age, you mark the birth date and count up to the next year for the first birthday, then 0 is the beginning as you are marking time in arrears.
