Prisoners to pay for medical service

In an effort to cover medical costs and curb excess doctor visits by inmates at Wayne McCollum Detention Center, the Ellis County Commissioners approved an item calling for inmates to be charged for medical services at the jail.
“We’re not going to refuse anyone medical care if they need it, but we need to recover costs and cut back on the frivolous use of doctor visits,” said Charles Sullins, detention center chief.
Some inmates have taken advantage of the system and gone to the doctor to avoid work, Sullins said. Inmates will now be charged $5 to see a nurse, doctor or dentist. For prescription medication, inmates will be charged $3. They will be charged $1 for over-the-counter medication. The money will come from each inmate’s commissary fund.
County Engineer Joe White also presented information for a comprehensive in-house assessment of all Ellis County roads. This assessment will be done in all four precincts in the county, and will include reviews of roadway structures and properties, cross-sectional geometry, right-of-way, drainage, drainage structures, vehicle counts and signage.
“We’ve got roughly 950 miles of roads, so we need to take about 1,500 samples,” White said. “For us to do this, it will take about a year if we take eight samples a day.”
This study will use GIS, a computer system that uses aerial photographs combined with global positioning systems and spreadsheets. It will allow the county to have the data organized in such a way that, if submitted to the state, officials will easily be able to learn the condition of the roads here in Ellis County.
