Waxahachie City Council approved by virtue of a 3-2 vote a proposal by Minto Communities USA to develop a new master-planned community west of I-35. Those voting in favor of what will be the city’s largest housing neighborhood were Tres Adkins, Chris Wright and Travis Smith.
